Early Years and Military Service
Arthur Ryan Smith was born in Calgary on May 16, 1919. His father was a Member of Parliament for Western Calgary. At age 16, Arthur began working in Alberta’s oilfields.
In 1939, he entered military service, joining the Royal Canadian Air Force as a reconnaissance bomber captain. By 1944, he had achieved the rank of captain and received his first Distinguished Flying Cross in 1943 for outstanding flight accomplishments.
Post-Military Career
After leaving the military, Arthur transitioned to Alberta’s burgeoning oil and gas sector, actively participating in its development. In 1952, he entered public service, successfully running for Calgary City Council.
Two years later, he became a member of Alberta’s Legislative Assembly, defeating Donald MacKay with a 10,000-vote lead. By 1957, Smith transitioned to federal politics, serving in the House of Commons. During his time in Parliament, he represented Canada at United Nations sessions, focusing on issues like the Middle East and apartheid. In 1961, he was appointed President of the Air Cadet League.
After Parliament dissolved in 1963, Smith left federal politics.
Return to Business
Following his political career, Smith returned to the business world. He held leadership positions in various companies, including serving as President and CEO of SNC-Lavalin Inc. for over 18 years, earning international recognition for his marketing achievements.
Arthur frequently shared his business expertise with students, teaching at institutions like the Banff School of Fine Arts, Southern Alberta Institute of Technology, Mount Royal College, and the University of Calgary. He also engaged in fundraising initiatives for these institutions.
In 1981, former Calgary Mayor Ralph Klein recognized Smith’s expertise and invited him to help establish the Calgary Economic Development Authority. Arthur agreed and played a pivotal role in its success.
Based on Smith’s work in Calgary, Alberta’s Economic Development Authority was created in 1994. He continued as a consultant and senior advisor to SNC-Lavalin Inc.
Community Contributions
In 1997, Arthur was instrumental in developing protocols for the Winter Olympics in Calgary. He also co-founded:

- University of Calgary’s International School of Business
In 1997, Smith was honored as an honorary colonel of the 416 Tactical Fighter Squadron and received the Alberta Order of Excellence.
